Most of the things of interest on this subject are on the BIS website at www.bis.org . "Regulation" of the Eurodollar market was only ever carried out with an extremely light touch, but the body in charge of it was the EuroCurrency Standing Committee of the BIS, which these days calls itself the "Committee on the Global Financial System".
Peter Garber at Brown University has written some good things on the Euromarkets.
