Exactly. They want the country to maintain a war psychology, even though they don't have a war on offer. Bush is currently in this odd position of having to talk like a warmonger while not waging war. They're so desperate, they're forced to pass off sending a few dozen US advisors to the Phillipines as "the next war." Hence the reliance on rhetoric - the "axis of evil."

Meanwhile, all that does is baffle and frighten the allies.
