Discernibly "Turgid" Penises outlawed

Locust Township (PA) has outlawed "the showing of covered male genitals in 
a discernible turgid state."  $300 fine/90 days for violatiions, children 
under 10 exempt.  Fondling your own genitals also outlawed.
