There are stickers all through the metro saying "Chechnya -- pozor moei strany" (Chechnya is the Shame of My Country) and informing people that opting out of military service as a conscientious objector is their consitutional right. The problem is that you have to prove your CO status before a court and demonstrate that you are not just trying to get out of military service. If you can't, you go to jail.
