They have been laying this foundation for a long time now. In fact, I would peg it to the early seventies when they started doing research into the biological roots of violence at UCLA in an academic response to the riots of the mid/late sixties. And then, of course, there was the slow but steady growth of the prison-industrial complex: a home for the disabled, the poor, the non-white; and a job for all the laid off industrial workers (as prison guards). But, as of 9/11, it went into warp drive.
