Argentina wasn't dollarized. It only instituted a peg which is effectively the same a currency board. True dollarization has taken place in Ecuador but only in the case of cash. If Afghanistani banks can actually create a dollar credit system, they will be much better off than trying to borrow and lend in afghanis. What reasonable person would want to save his money in afghanis?
