****************************************** A High-Employment Budget: What It Is, How to Get It

Max B. Sawicky

For a continuous period of 46 months from 1998 to 2001, the nation's unemployment rate was 4.7 percent or less. No significant inflation was observed in the economy, even though at one point the rate fell to 3.9. The budgets proposed by both President Bush and his Democratic opposition will fail to return us to this sustainable level of unemployment. The result will be unnecessary joblessness, lower wages, and a higher crime rate . . . . [forthcoming from EPI]
