I play civilization all the time, it's one of my favorite games. There is a communist government, but it's really a Stalinist government. It's not too productive but is good at warfare. Civilization 3 allows you to create new government types and completely redesign the old ones, though. It can definately be modified to reflect a more left-wing paradigm.
