Dont have the final answer to that one. I am not a psychic and I doubt Negri is either.

No. Though once again I dont know how those institutions will be in such a communistic society. We'll have to experiment with it when the time comes and we'll have to allow people decide how they will be and NOT force an authoritarian vision down their throat.
