First, let me say all you have to do is read this Negri piece and you don't need to buy that book.
Second, let me comment on Thomas's comment. No, the US is not capable of acting as police force, and totally lacks such flexible forces. It had forces parked in Germany, and yet it was among the last to deploy to the Balkans in any sort of peacekeeping role (why? because then it couldn't get Germans to help pay for the redeployment?).
The only thing it's military-security apparatus is good at is dropping bombs in areas where naval and air power are uncontested. Again, Negri knows squat about the US.
