In Slovenia, they are turning out to be the new entrepreneurs. Now that might just be good old crony capitalism at work, or it might be they got management expertise (a diffuse set of skills) as bureaucrats in the old Slovenia. Admittedly, planning an economy for a population of less than 2 million is quite a bit different than 200 million.

>>5.1. DYNAMIC ENTREPRENEURS
The dynamic enterprises in Slovenia are led by expert managing employees
with over ten
years of work experiences, from 35 to 50 years old. The majority of them got
experiences
in the government sector, only few in the private entrepreneurship. Most of
them nowadays
make other products or services than in previous jobs. The dynamic
entrepreneurs have
mostly secondary school education of technical or commercial and business
operation
branch, among the most successful there are also a bit more qualified and
trained
entrepreneurs. They lack the most knowledge from the following fields:
general
management, marketing, finances, and what is interesting, they are convinced
that they also
have not enough technical and technological experiences.
Most dynamic entrepreneurs established the enterprise together with the
family members,
only one third together with other investors. They decided for this step
because they had
not been satisfied with work in their previous job, but most often because
they wanted that
a “certain idea” became true. Among the motives for their work, the first
place is taken by a
wish to succeed, the second however by independence. The majority of the
enterprises
having been studied and regarded as fast growing enterprises were
established in the years
1990, 1991 and 1992.
The entrepreneurs estimate that they are successful mostly because of their
organisation
capabilities and experiences. Among the obstacles for even faster growth,
they range
difficulties with liquidity due to default payments and too small market
opportunities or
else small local market. Most of them would establish the same enterprise
again, only a
smaller part would re-establish a different enterprise. The dynamic
entrepreneurs like to
join with people and enjoy in company, two thirds of them also take an
active part in
formal organisations, while one third of entrepreneurs do not have such a
wish.
The dynamic entrepreneurs are rather thrifty and in most cases they settle
their salaries
being lower than managers’ salaries in bigger enterprises or else in
companies where
managers are not co-owners of the companies or they are so to a certain
extent only. Thus
they mostly do not receive monthly more than 300,000 SIT and only 27 the
most dynamic
entrepreneurs pay to themselves monthly salaries of more than 400,000 SIT.<<
