Who's going to charge the US? The US doesn't recognize the jurisdiction of the International Court of Justice bec the ICJ ruled against the US for supporting Contra terrorism. The guy who directed Contra terrorism is the US Ambassador to the UN, John Negroponte. Every day that he shows up at the Security Council is a US finger shown to the ICJ. If the ICJ indicts US officials, they can be arrested if they leave the US. Congress has passed a law authorizing the US to "liberate" anyone detained by the ICJ. So that should indicate how willing the ICJ would be to handle such a case and how much the Congress, public, or Supreme Court will care.
