One book that makes a very compelling version of this argument is Michael Maren's _The Road to Hell: The Ravaging Effects of Foreign Aid and International Charity_. I've been looking to find confirmation or disconfirmation of his view ever since. So far the book seems an outlier. But it's written with a strong sense of understated drama and it's a pleasure to be shaken up by it.
