Wouldn't changing jobs (when the right to some job is guaranteed) be
a disincentive, not for the workers and managers responsible for
hideous shoes, but for those who must create new jobs for them?

Not if they transfer to a pre-existing job that has a vacancy that
needs to be filled due to a vacancy due to death or the previous
worker got transfered to a job that matched their interests and/or
skills better.
Many of the chimney sweepers in Czechoslovakia in the 70's and 80's
were the leftist intellevtuals and Czech CP cadre that supported the
Prague Spring, "socialism with a human face, " reforms. Dubcek became
a park ranger, I think.Hope he liked squirrels.
In the Great Proletarian Cultural Revolution, zillions of , "ogant,
" capitalist roaders that had joined the CCP in the 30's were sent
away to toil in the countryside to work off their bourgeois
tendencies.
And, of coarse, we know what happened to those that wore glasses in
Democratic Kampuchea!
