I think they have more important countries to conquer first. Cuba doesn't have any oil; it's biggest threat to the Empire has always been that it could serve as a good example to other countries trying to break away. A threat that has now largely subsided. Once they're done conquering Central Asia, the former Soviet Bloc and the rest of the middle east then they'll probably go after them.
