A few reasons: Some disabilities are invisible and though one may be impaired, it cannot be seen. Some disabled persons are still locked away in horrible institutions against their will due to a long history of segregation of disabled people in general. Some disabled persons live in communities where there is no public accessible transportation and/or lack of access to public or private buildings.
