Paul Romer wrote a paper about Mauritius: (a) educate your citizens, 
(b) make a huge play for textile and other light manufacturing 
entrepreneurs from Hong Kong who are fearful of the PRC to move their 
operations to Mauritius.

Not clear how sustainable light-industrials-fearing-Communists-led 
industrialization is. Very clear that this is a development strategy 
that can only be successful once...
