Well, uh, it was, assuming it was believing the same food-aid sources Chomsky was citing. That it didn't (mostly) happen has nothing to do with the fact that it was obviously quite possible. Kennedy also based his plans in the Cuban missile crisis on the assumption that they might lead to the deaths of several million innocent civilians. That it didn't happen is in part luck
