For one thing, the USSR got addicted to high oil prices in the 70s and so didn't bother to modernize its industry. What for, if you've got all those oil dollars coming in?

-Maybe they would have survived if they tried to follow a merchantilist policy -by modernizing their industry and increasing manufactured exports -(something China is doing now). But the main reason they failed to do it -has to do with agricultural subsidies and defense expendings, the two -biggest drains of SU economy.
