No. All decisions are made by a secret--nameless, faceless--Council of 10, whose members don't even know who the other members are. :-)

Very, very, very few meetings in the government are one-on-one, if only because everyone's staff needs to know what was said and agreed to. There are almost always lots of us in the back of the room, frantically taking notes. Humans are very social, communicative creatures, after all.
