However, he also created OSHA, the EPA, made affirmative action in US policy, proposed a form of national health care and a guaranteed annual income, signed the ABM treaty, established detente with the USSR and China, and oversaw the biggest foreign aid budgets in US history. No Democrat would dare run today on his platform.
