Correct. The only way in which that can be defeated, if it can be, is the way the Shah's army was defeated -- or the way in which at least one of the armies advancing on St. Petersburg in 1919 was defeated -- with leaflets.
But such 'battles' do not arise full blown from the ground but are preceded by long and (usually) bloody build-ups (as in the several hundred burned to death in a movie theatre in Iran by the Shah's cops).
