under those conditions, some of the military will be ours! people will have defected taking some of the toys with them. not to mention the really obvious case that, under conditions, of civil way, you will be looking at civil war, where it won't be so easy to just blast away an entire community because doing so will cause an already challenged power structure to lose even more legitimacy.
the larger point is that perhaps the antipathy toward violence, in principle, is misplaced.
