I have never heard of anything like this. As far as 12-step programs taking over the treatment system, well, I think it's cause AA was kinda working and treatment without it wasn't. I doubt the treatment folks woulda done it for any other reason because AA is free. And everywhere. No commercial incentives, which makes it pretty unique. You've got therapists who cost telling you that the most important thing you can do to stay clean is go to something that's free. And those court orders are mostly irrelevant since you can fake the signatures on the sign-in sheets and there's really no way to check. Most don't include their phone #'s when they sign.
