During my brief military career, I was told that the U.S.
military constantly prepares and revises detailed plans for
attacking every conceivable country and place under every
conceivable set of circumstances.  Contingency plans to attack
China with nuclear weapons could be taken right off the shelf,
next to the contingency plans to attack Chile, and sent to
the White House.  But the Bush Administration must know
this, so the leak of the "classified" Pentagon report must
actually be a balloon.

The constant preparation of such plans is one of the
burdens of empire, so I would assume the buji core approves
of them, since they seem to approve of that which occasions
them.
