Only part of it (kernel/file system). All the stuff built on top of that (interface for example) is closed as far as I know.

Apple is as bad as Microsoft at keeping stuff closed and proprietory. The difference is that PC hardware is open, which means upgrades and parts are a lot cheaper. Also more choice as the market is far larger.
