It's another typical Walzer/Dissent swipe at anyone who is actually doing anything, he's been talking like this for thirty five years. just ignore it. Oddly enough, Walzer is excellent when it comes to giving rather abstract pol;itical theory type arguments for democratic socialism. I commend Sphere of Justice to all; one needn't agree with his communitarian perspective to get a lot of good stuff from the book. But I can't recalla nything approaching a practical interventionw hwere he didn't end up fatuously on the wrong side.
