You may be right, I'm kinda vague on that, but what's your source? No Stingers at all in DC? Unlikely. Even if, there are Hawks and Patriots all around DC in various forts and bases. A Hawk can fly up to 18 miles in less than a minute, so that brings the Pentagon within range of Fort Meade, for one. The pilot certainly felt necessary to dive under radar when he got to DC, although it was far too late to scramble fighters.
Also, a correction: Interceptor air defense of DC was apparently Langley AF's job, not Andrews's.
