That is not so hard to explain. First, capital is not monolithic and so it is plausible that Daschle is responding to a segment of capital that sees the stimulus bill as entirely counter productive. Keep in mind that not too long ago a group of capitalist signed a letter opposing the revocation of the estate tax. These capitalist, for whatever reason, were in favor of keeping the estate tax.

Second, the state has relative autonomy from the capitalist class. It does not ALWAYS function in their interests. On occassion the state will function against the short term interest of capital to pacify the working class. The state must maintian the cohesion of capitalist system so that the process of accumulation is not disrupted. That means that the state while still serving the interest of the capitalist class can throw a "bread crumb" to the working class every now and then, especially during a recession.
