Peole using cars professionally shouldn't need any particular special allowances-- they get to deduct the costs as an expense and either their customers will pay the increased costs or they will be forced to transport the goods in a less taxed (ie. more environmentally efficient) way, which is the whole point of the tax in the first place.

The biggest worry for small farmers and independent truckers is in the short-term, where any sudden change in prices effects short-term bargains with other institutions. The largest worry is that farmers and truckers will not be able to bargain to pass those costs onto their distributors/main company contractors in the short-term, who will take advantage of the short-term change to take advantage of stick it to them.

So some short-term help makes sense, but the long-term costs should be absorbed by all businesses involved
