Not really answering your question, but I just watched Robocop today with a friend, and this movie has it all.

If you haven't seen it, the movie is set in Detroit (more specifically "Old Detroit") and the police force has just been privatized by a company that boasts about its ability to privatize other public service sectors such as hospitals. The movie begins with a doctor doing a commercial, much like a used car salesman, trying to sell artificial hearts. Every once in awhile the movie will switch to a news program (where they had a story about the Missle Defence system 'misfiring' its laser during a test, causing forest fires all across the globe) and then cut to these wacky commercials where everything is a commodity.

The company that runs the police force is in the process of privatising all of Detroit (to create a "New Detroit").

When the main character, Murphy gets killed (crime has increased ever since the police force became privatised, and the police are threating to strike unless they can be provided with a safer way to do their jobs), he is turned into Robocop. When the inventor of Robocop got upset that Murphy still had his original arm, he tells the technician to get rid of the arm. When the tech objects and questions the ethicics of such a move, someone reminds her that "He signed a waiver" when he joined the force. All of this is happening while Murphy is still semi conscious. Being concerned about this, the Robocop inventor says he will just erase his memory--of course this never happens.

If you haven't seen this movie in a while (the last time I saw this was when I was but a young kid) go rent it....very interesting film.
