The reason for the 13% flat tax in Russia is presumably not one that would translate in the US. The 13% flat tax is there to encourage corporations to register their employees at their actual salaries. At present, many people in Russia, esp. in the middle class, are reported by their employers as earning, say $50 a month, when in reality they are paid $500 a month in cash.

A few months ago, Moscow was covered with signs reading "Russia has the lowest tax in Europe -- It is time to come out of the shadow!" Gov. ad campaign.
