"We" is "us"--is everybody in the whole wide world. "Chinese 
socialism with nationalist and workers' characteristics" is supposed 
to remind you of both Deng Xiaoping's false claim to be building 
"socialism with Chinese characteristics" and the... ahem... National 
Socialist German Workers' Party...
