Well, yes, big biz has effectively hijacked the US welfare state, shunting more and more money to itself while starving those parts of the government which serve working people. It's the US Empire which is declining, not the welfare state per se, though most folks don't have the conceptual vocabulary, a.k.a. little red pill, to awaken from the Matrix.
