The CAW organized 12 stores and a distribution centre in 1996-1997, and have successfully negotiated two successive collective agreements. But they haven't managed to organize any new stores since then. In fact, due in large part to high turnover in the stores and Starbucks hiring practices, they've been continually fending off decertification attempts.
