True, but the Hindutva movement has about 180 seats out of the total number of 545 seats in the lower house of Indian parliament. The decision to expel Pakistani ambassador was preceded by a unanimous decision of the lower house supporting any decision the government may take. India's Kashmir policy is largely bi-partisan, if we ignore the rhetoric from the Right, the Centre and the Left of the political spectrum.
