Funding doesn't seem to be the problem, at least so far as the article gives us; negligence seems the more likely culprit. The spooks found out about the pilot training on their existing budget, so why increase it? But, no doubt, they would love more funding (SOP for all government departments, eh?) regardless.

Maybe bumping up funding at the local level would be a better demand: more and better equipped bomb-squads, emergency rescue teams, medical personnel at the local hospitals, fire fighters, etc. (anything except riot police, eh? !{)> )
