Rabid nationalism. They voted for corrupt nationalist pieces of shit as opposed to corrupt pro-Soviet pieces of shit.

Also, no country in the CIS is a democracy. The closest thing there is in the CIS is Russia, and then probably Belarus, and both of those are at bottom authoritarian states. Turkmenistan is ruled by a man who calls himself Turkmenbashi (Father of the Turkmen) whose major achievement to date is building a giagantic rotating statue of himself in the middle of Dushanbe.
