That much comes back to me now. I doubt that I have the issue around anymore. There _may_ have been remarks about the ethics of other psychyiatrists letting the likes of Masud Khan operate for so long -- or there may have been such remarks in some of the letters. I had completely forgotten the article until the name "Winnicott" rang a faint bell.
