Military lawyers?! This sounds like the CIA and FBI blaming their failures on strictures (such strictures!) imposed after the exposure of COINTELPRO. An alternative explanation is that the gov't isn't as opposed to Islamic fundamentalism as they'd have us believe. C'mon, they never hated it before 9-11, and much preferred it--a heavily armed preference--to secular opponents with their annoying tendency towards socialism, feminism, loud music...
