I think that reflects broad public opinion - approval of civil rights laws is high, but of same-sex marriage, low. Michael Pug posted some quotes from Jane Mansbridge's book on the ERA - it lost support when it became clear that it wasn't just about rights, it was about roles and behavior. That's America for you - you've got the right, just don't use it.
