MAYOR ("MetroCard Mike") Bloomberg didn't have any trouble arriving on time in the pouring rain Monday night at Daniel, where the literary crowd was honoring E.L. Doctorow with the Kenyon Review's first annual Literary Achievement Award. While such others as George Plimpton, Victor Navasky, Roger Rosenblatt and the New York Times' Judith Miller couldn't find cabs or got caught in traffic, Bloomberg rode uptown from City Hall on his beloved No. 6 train, proving again the subway is the quickest way to get around town.
