This is an overstatement. Although there is a dimisnished expectation of privacy in your car, the 4A still applies. Cops can pull you over for any violation, but not for nothing at all. There is a complicated architecture of rules about what they can and can't do when they do pull you over. It's worth at least 2 1/2 weeks of a 16 week Crim Pro course.
