Assuming this democratization happened without (much) foreign influence, all that seems to indicate is that Saddam's days and regime are numbered; entropy, not cruise missles, should take him out of office.

Fascism's hardly gone from Europe nowadays (correct me if I'm wrong, Chip). They might even be getting stronger. And didn't fascism have a solid pedigree even before WWI? With the instability and collapse of the world economy, people demanded something ought to be done and fascism did just that. Communism and anarchism were, of course, there as well, but the elites, especially the business elites, threw in their lot with fascism since it seemed a good club to keep the proles in line with.

As for when it'll happen: give it time.

Chip, just how much of the Euro business elite-types were "died in the wool" fascists (party members and all that) and how many just "went along" to keep up their bottom line. The heads of Volkswagon weren't "real" Fascists, were they?
