PS. This is the crackpot, and extremely entertaining, Alexander Dugin, the ideologist of Eurasianism, commenting on a speech of Putin. (Just the first half and the tail end, it's long and I sure don't want to waste bandwidth on this).

I must admit to a real sympathy for Eurasianism, even in its whacky Dugin form. A lot of them are kooks, and plainly quasifascists, but I think they're largely correct in their view of Russia's future.

Dugin actually reminds me more of Georges Bataille than anybody else. The Russian "fascists" are fascist in the way Salvador Dali was "fascist"; they're playing games with ideas. Think Andre Breton's famous definition of the ultimate surrealist action, and you'll understand Dugin. (Not to say that there aren't non-scare-quote-worthy fascists in Russia -- there certainly are -- but they're isolated gangs of thugs. Actual fascism is just not a danger in Russia, which, outside image to the contrary, is a very tolerant country.)

Russia always felt itself as an eurasian country. [ Epoch-making, grandiose, revolutionary acknowledgement which changes just about everything. Major signs of the world secret history in person. The prophecy of Jean Parvulesco has come true. You listen to the voice of The One who comes.]

We never forgot that the main part of the Russian territory is in Asia. True, we must honestly say that not always we have made use of this privilege. I think the time has come for us, together with the countries which are included in the Asian-Pacific Region [APR], to pass from words to facts - to strengthen our economic, political and other kinds of ties.

[ The “economic ties” are clear, our interest goes to “political and other kinds”. These are very intriguing ties. About their character a separate essay is being written now.]

All chances for achieving this purpose do exist in today's Russia.

In a short time regional countries - first of all Japan, China, the ASEAN countries - will undergo enormous changes. Russia, of course, does not remain away from the processes taking place here.

[ What processes does that mean? Just economic growth? There are more interesting processes yet – the aspiration of the countries of the Pacific region to put forward their own geopolitical decision for restructuring their space.]

The strong involvement of Russia in the economic interaction of the Asian-Pacific space is obvious and inevitable. You see, Russia is a sort of integrating centre, linking Asia, Europe and America.

Preparing to travel to Brunei, to the forum of Asian-Pacific Economic Cooperation, we think, first of all, about what concrete projects can Russia offer to the economic partners in APR.

Today before us a whole spectrum of opportunities is open: from cooperation in power engineering to ecological issues, from exploitation of the sea-shelf to transport development linked to the realization of the concrete economic and investment projects.

For example, it is possible to find not few good reasons for the use by APR countries of the Russian transport arteries. They are much shorter and not less reliable than the way around on the sea - for instance, from Yokohama to Rotterdam. For sea containers shipped through the Transiberian mainline the “road” to Europe can be more than halved.

I know, many are worried by the state of our terminals in the Far East or by “bottlenecks” in St.Petersburg. We are actively working at their reconstruction. We work autonomously for the time being, but we are also ready to realize these projects with the involvement of foreign investors.

[And such investors do exist.]

We have favourable conditions for the accomplishment of a world communication breakthrough, which will considerably pull together Euro-Atlantic and Asian-Pacific regions.

Not everyone knows that for many Asian countries the shortest air path to Northern America runs through the Russian air space and further over the North Pole.

[In this phrase there are two layers: again Chubays takes a breath, but besides that, comes into one’s head a secret services map, with preventive flight trajectories through the extreme North of strategic aircraft with a little bit different cargo, rather than well-fed big-sided Asian businessmen.]

Time saving for such trip is about 2-3 hours. It is a huge reserve for increasing air service efficiency.

Our air corridors and even the Northern Sea path also considerably reduce space intervals between countries of the Asian-Pacific Region and Europe. Today a significant part of an electronics engineering produced in Asia reaches Russia through Europe. What this does mean in terms of fixed costs and time expenses for customs registration of cargoes, the producers very well know.

It is possible that the path through Siberia on our railroads will force many to remember our country’s very rich natural resources of. And you see, its richest natural stocks lay on its edges. Russia is only beginning its assimilation on a massive scale. And we invite our neighbours of APR to active cooperation. Already now Russian steel producers have in mind new commodity markets, and mining companies plan to raise the efficiency of the already exploited fields.

The evidence of all this is the elaboration of grandiose plans like the creation of an energy bridge from Russia to Japan through the Sakhalins, of gas pipelines from the Tomsk area to Western China and from Irkutsk to Eastern China and further to Northern and Southern Korea.

[ Can you make yourselves a picture of what it means for the US the fact of such expression about the “energy bridge”? Can you imagine the implications?]

I consider it indispensable especially to remark that already today Russia is a supplier not only of raw materials, but also of modern technology to the region. In Vietnam the russian-vietnamese joint company "Vyetsovpetro" constantly increases its oil extraction. There a large oil refining factory is also being built with Russian know-how.

Russian oil specialists together with the Caltex Pacific Indonesia company have realized a pilot-project allowing to substantially increase extraction productivity of Sumatra oil-fields, then this technology was recommended for use on all fields in the “country of thousand islands”. I think this is a good example for those who in conditions of oil deficit address to technologies allowing to substantially increase productivity levels.

Is important also that in February this year with the help of a russian vector rocket the Indonesian artificial satellite "Garuda-1" was launched into orbit.

[ Garuda - the title of a tantrist initiatic publication dedicated to Dsog-chen, which is issued by Dondoron’s disciple Montlevic (eurasist and patriot). If you take into account that Montlevic lives in S.Petersburg, and Vladimir Vladimirovic (Putin)…etc.]

Now our relations, the basis of which were laid in the beginning of century, reach a new technological level. The business community of Indonesia became interested also in our works in the field of utilization of non-conventional sources of energy, in medicine, information science and lot of different branches.

These are only various examples of the effective utilization by APEC countries of technological experience accumulated by Russia. We are ready to grant the states of the region services for starting space vehicles and for using Russian space data of earth remote sensing for the solution of problems concerning natural resources, meteorology, ecology and more.

Russia has a solid experience and an indispensable base in the area of warning natural disasters and eliminating their consequences of. The reserves of our satellites and link channels can be used for developing within APEC a modern informational exchange.

Three years ago Russia became member of the APEC. This has given impulse to our cooperation. This region will always need Russia - in the issue of preserving stability and security, as in ensuring the balance of interests of all parts.

[ In practice, it means admitting that Russia has interests across the globe.]

We look with optimism to the future, and we are sure that the next millennium will be a time of new opportunities for APR.

And for Russia new eastern perspectives are opening, which we shall undoubtedly develop to actively participate to the transformation of this region in our “common house”.
