NEWS THAT A FLAMBOYANT Chinese multi-millionaire would become the governor of a walled capitalist enclave in hardline communist North Korea took almost everyone by surprise--including the Chinese government. And while Pyongyang is well known for its secretive nature, keeping its main ally in the dark could prove to have been a big mistake because the venture's success will depend on the cooperation of Beijing.
