Nope. You just failed to read the passage you allude to with due care.

At no point did Singer claim that "Bush is protecting the interest of American citizens." He merely said that there's an argument (perhaps with some force) that leaders (naturally Bush and probably even Saddam Hussein included) ought to give "some priority" to the interests of their own citizens.
