\ Actually more like arguing that World War II created the oppportunity for, and indeed the idea, of the physical extermination of the Jews. Arno Mayer wrote an excellent and--to use your favorite word of the day--"controversial" book, Why Did the Heavens Not Darken?, a rguing precisely this. The timing's right too. Btw, the Soviet advance into Eastern Europe DID quicvken the pace of the death camps until the very last minute. Witness the extrermination of the Jews of Hungary in the Spring of '44, using thousands of train cars taht were desperately needed by the Wehrmacht.
