Scientists fight research rules

ASHINGTON - A panel of scientific researchers warned Congress yesterday that antiterrorism proposals by the Bush administration to control sensitive information and block foreign students from conducting unclassified research would have a chilling effect on university campuses and could stymie breakthroughs in medicine and technology.
