New American Century

I have noticed that for the last few weeks that EVERY Republican I hear 
speaking seems to try to work the phrase "New American Century" into EVERY 
speech they give as often as possible. Does anyone any information on a 
directive from the Republican party to their members to try to use this 
phrase as often as possible? I have had several others comment on this and 
ask me if I knew of such a directive. Anyone know?
